Wechselpräpositionen (in, an, auf, über, unter, vor, hinter, neben, zwischen) take Dativ for location (wo?): Das Buch liegt auf dem Tisch. They take Akkusativ for direction (wohin?): Ich lege das Buch auf den Tisch. Rule of thumb: Static = Dativ, movement toward = Akkusativ. in der Schule (at school) vs in die Schule (to school).
