wenn can mean when (repeated or future) or if (condition). Wenn es regnet, nehme ich einen Schirm. (When/If it rains, I take an umbrella.) Wenn ich Zeit habe, rufe ich an. (When/If I have time, I'll call.) The verb in the wenn-clause is at the end; the main clause has verb in second position. Als is used for one-time past (when): Als ich Kind war, ... (When I was a child.)
